1. e-mulk.gov.az — the main portal
The official portal e-mulk.gov.az is accessed via ASAN İmza or ID card. It contains: owner, area, cadastre number, encumbrances, last transaction. First 3 checks free, then 5-10 AZN.
2. What you can verify
The registry gives 6 key data points: 1) Owner and tax ID; 2) Land classification («residential», «garden», «commercial»); 3) Area in m²; 4) Cadastre number; 5) Encumbrances (mortgage, seizure, dispute); 6) Last transaction date. Enough for 90% of the decision.
3. Practice
Ideal buyer flow: 1) Before the deposit take the cadastre number from the seller; 2) Check in e-mulk — same owner, any encumbrances; 3) Any mismatch — don't deposit, walk away; 4) On notary day take a fresh extract (no older than 7 days).
