House technical passport and BTI measurement: 2026 guide

1. What is a technical passport

Technical passport is an official document with all measurements, plan and materials. BTI (Bureau of Technical Inventory) issues it. Contains: total area, floors, room sizes, materials, build date, bathroom count. For a buyer — a «photo snapshot of the house».

2. BTI measurement

BTI measurement — professional survey of real area. Procedure 2-4 hours, cost 300-800 AZN (depending on area). Output — new technical passport. If there's a document mismatch — fines and correction needed.

3. Buyer risks

On purchase there are 3 mismatch risks: 1) Doc says 180 m², reality 220 — unauthorised extension, needs registration (800-3,000 AZN + 3-6 months); 2) Doc 220, reality 180 — seller got «extra» money for 40 m², refund possible; 3) Plan differs — legal risk.

4. 3 pre-purchase steps

1) Ask seller for a copy of the technical passport (often 5-10 years old); 2) New BTI measurement if mismatch suspected; 3) Compare with cadastre extract — same area?
