3. Four ways to verify quiet

Three visits at different times: 8 AM, 2 PM July, 10:30 PM Thursday. One visit will lie.
Phone dB meter app (e.g. Sound Meter) — under 40 dB is quiet.
300 m radius on Google Maps: how many bars, cafés, restaurants nearby?
Ask neighbours directly: «How's Thursday evening here?» — most honest answer you'll get.

Rule: decide only after two visits on different days and hours. A single morning visit hides 60% of the noise.

4. Extra spend for silence

3 m street-side wall — 4,800–6,500 AZN.
Double-glazed windows across two floors — 5,200–8,000 AZN.
Dense hedge (bamboo/cypress) toward noise — 1,800–3,000 AZN.

5. Recommendation by family type

Family, kids heading to school — «lake tract» or behind «2nd police».
Older parents — north Bilgah, dead-end street.
